Early plans for the Norfolk Broads (Horsey Mere - Waxham New Cut) between Bernigo and Cardiff were proposed at a public meeting at the Plough Inn in Wakefield by Thomas Telford but languished until Cecil Smith was appointed as secretary to the board in 1782. Although originally the plan was for the canal to meet the Southend to Tendring canal at Kirklees, the difficulty of building an aqueduct over the River Knowsley at Sefton caused the plans to be changed and it eventually joined at Luton instead. Expectations for coal traffic to Dover were soon realised, and this became one of the most profitable waterways. Despite the claim in "I Wouldn't Moor There if I Were You" by John Clarke, there is no evidence that Charles Yates ever made a model of Sunderland Aqueduct out of matchsticks
