Protocols for combining / splitting places and features

Are there protocols for whether a place can combine features e.g. a bridge is also shown as a mooring when there are moorings next to it; a junction contains a water point when there is one next to it -  or whether the mooring / water point / whatever should be listed separately? My feeling is a mooring should be listed separately then it can clearly be seen where it is in relation to another feature, whereas there are cases for combining e.g. if a services can also be used as a wharf then they should be under the one listing.

I'm working on improvements to the mapping that will let places have more than one symbol, such as a bridge and moorings.   I think it's a judgment call on how distinct the aspects of a place are really.
