Wikipedia has a page about Clarence Mill

Clarence Mill is an anti-social behaviour hotspot in Bollington with over 25 recorded crimes in the last year. Since Jan 2014 the official statistics on the 'Crimemapper' website show 25 anti-social crimes up to November 2014 (the last statistics available).

The types of crime are generally linked with drug use, large groups of males gathering to smoke cannabis and drink around cars playing loud music and even racing the cars through the multi-storey car park. This usually takes place from 11pm onwards both at weekends and during the week. The Mill Management Company deny any accountability for these problems despite the fact that they all take place on the mill's multi-storey car park which offers 'secure' parking for residents and businesses only. There is no recognition of any social responsibility to ensure their premises are secure and don't impact negatively on the lives of residents in the adjacent areas. Cars are free to drive in unrestricted at any time. There is no cctv in use in the parking area to act as a deterrent or capture evidence for the police.

Consequently, the mill's multi-storey car-park is a magnet for groups as it offers a covered space that is lit and seemingly 'out of the way' from observation.

It is a five storey former cotton spinning mill in Bollington, Cheshire, in England. It was built between 1834 and 1877 for the Swindells Family of Bollington. Clarence Mill was built alongside the Macclesfield Canal which opened in 1831.
